Capacity Building Requirements for Global Environmental Protection
Chapter 1 provides some background clarification of the notion of capacity building, highlighting its many dimensions. Chapter 2 describes the parameters of capacity building for addressing global environmental concerns, as derived from the two global environmental conventions and the recommendations of STAP. Chapter 3 develops preliminary typology of capacity building under the GEF, and chapter 4 presents the idea of a Capacity Building Requirements Table. Chapter 5 summarizes the main elements of this paper and offers some conclusions.
