The report provides a history of state planning in Louisiana dating back to 1936 and analyzes the current organization of planning operations at the state agency level. Each of the eight sub-state planning districts is described and analyzed in terms of component planning agencies and jurisdictions, policy board membership composition and scope of activities. Organizational models are included. The report makes recommendations for strengthening district-wide planning and federal-state-local planning coordination.
