The purpose of the project is to complete another link in a major facility extending from the west to east boundaries of Baltimore city. The project is also intended to relieve conjested traffic conditions. The project as a major east-west thoroughfare requires the use of park land which it crosses at right angles. Since the park layout follows a minor stream valley and extends from the northern City boundary to a point some four miles to the south as narrow strip park, encountering park land is unavoidable. Relocation is also unavoidable due to the extensively improved areas of Baltimore city.
