National Dam Safety Program. Sparkle Lake Dam (Inventory Number N.Y. 1330), Lower Hudson River Basin, Westchester County, New York. Phase I Inspection Report
This report provides information and analysis on the physical condition of the dam as of the report date. Information and analysis are based on visual inspection of the dam by the performing organization. The examination of documents and visual inspection of Sparkle Lake Dam and appurtenant structures did not reveal conditions which constitute an immediate hazard to human life or property. However, the dam has some deficiencies which require further investigation and remedial action. Using Corps of Engineers screening criteria for initial review of spillway adequacy, it has been determined that the dam would be overtopped for all storms exceeding 48 percent of Probable Maximum Flood (PMF). The overtopping of the dam could cause the erosion of both abutments and the downstream face of the dam resulting in dam failure, thus significantly increasing the hazard to life and property downstream. The pipe spillway is, therefore adjudged as seriously inadequate and the dam is assessed as unsafe, non-emergency.
