Housing Expenditures and Quality. Part 2. Housing Expenditures Under a Housing Gap Housing Allowance
The Housing Gap is one type of housing allowance plan being tested in the Housing Allowance Demand Experiment. Under these plans an eligible household can receive payments equal to the difference between the estimated cost of existing, modest, standard housing and a fraction of its income which the household might be expected to devote to housing. Payments are made only if the household occupies a dwelling unit that meets certain housing requirements. This report analyzes changes in the housing expenditures of Housing Gap housing allowances, relative to their predicted normal spending in the absence of the allowances. The effects of the allowances on rent burden and on the proportion of eligible households occupying acceptable housing are also discussed.
