The report details the experimental programs tested over a five year period by the garantee and designed to utilize housing laws, community organizations, governmental units, business and labor groups to increase housing opportunities for all races within the entire metropolitan region (th nine-country San Francisco Bay Area). Included are the results of these experimental programs and recommendations for improving housing access. Of special interest are the project's documentation of: (1) a 'White Ghetto' (San Leandro, Ca.), (2) Discrinimatory practices in the lending arena, (3) The A-95 process as a civil rights tool, (4) the value of a metropolitan area-wide housing vacancy and referral service, and (5) the impact of regionalism on racial and ethnic minorities.
