This report addresses the question of what are the steady flow conditions under which maximum local sediment scour will occur for a given structure and cohesionless sediment. Live bed local scour tests performed on part of this work show that over a wide range of conditions, equilibrium scour depths under live bed conditions exceed those at transition (from clearwater to live bed). A hypothesis regarding the live bed scour peak is formulated and tested with field data from a USGS study.
