This report is the first of a series of studies addressing the issue of public investment strategy for the New York Urban Region. Chapter headings include: (1) An Assessment of the Regions Economy (2) A plan for Regional Economic Development (3) The Relationship of Infrastructure to Economic Development and (4) A case Study in Solid Waste Investment. The setting is the New York Urban Region including New York City and 26 surrounding urban suburban and exurban counties that radiate outward 100 miles into the states of New York, New Jersey and Connecticut.
