Fellows Lake Dam was inspected by an interdisciplinary team of engineers. The purpose of the inspection was to make an assessment of the general condition of the dam with respect to safety, based upon available data and visual inspection, to determine if the dam poses hazards to human life or property. Failure would threaten approximately 30 dwellings and cause appreciable damage to commercial buildings, utilities and power lines, two highways and other secondary roads and McDaniel Lake Dam located downstream. The guidelines for a dam having the above size and hazard potential require that the spillway be capable of passing a Probable Maximum Flood. The Probable Maximum Flood (PMF) is defined as the flood discharge that may be expected from the most severe combination of critical meteorologic and hydrologic conditions reasonably possible in the region. Considering the large volume of water impounded, the height of the dam and the hazard to downstream residences and property, the Probable Maximum Flood is the appropriate spillway design. The PMF will neither cause the lake surface to be above the top of dam nor exceed the discharge capacity of the spillway's 700 feet long weir. The concrete portion of the spillway channel is not, however, capable of containing the flow resulting from the PMF. Flows of 50% PMF and greater will begin to exceed the design spillway channel capacity which could cause considerable erosion damage to the spillway channel. The lake and spillway are adequate to contain a 1% annual probability flood (100-year flood) without exceeding the design spillway capacity.
