An Analysis of the Possible Contribution of a Civil Defense Tension Mobilization Base to Civil Defense
The tension mobilization base approach to civil defense is a compromise between emphasis on peacetime protection-in-being and the utilization of crisis tensions to rapidly upgrade civil defense capabilities. If adequate preparations are made, civil defense actions with legacy value can be completed in weeks or months in a period of deep international tension, including conventional war. Several alternative programs are discussed, with illustrative calculations of survivors added in particular attacks at different points after a mobilization is begun. Comparison of a CD tension mobilization base with other approaches is considered in terms of cost- and time-effectiveness. It is concluded that while other passive and active defense approaches might be preferable, the mobilization approach is unlikely to be greatly inferior in terms of cost per survivor, and in many contexts may be the only feasible alternative for which we can prepare in peacetime.
