Dahlonega, with a population of approximately 2,900 is the county seat of Lumpkin County, which is located in the Georgia Mountains Planning and Development Region of northeast Georgia. The Sketch Plan includes population and economic studies, a land use survey and analysis, a future land use guide, a description of the existing pattern of streets and roads with recommendations for changes which would improve vehicular circulation and reduce traffic congestion in the town's central core, a survey of community facilities and services, and some recommendations for public improvements. The plan has been written to conform with the elemental specifications of a Sketch Plan as set out by the Office of Regional Planning, Georgia Department of Industry and Trade.
