The plan identifies development problems and issues of a rural county in Northwestern Ohio adjacent to Lake Erie. It correlates the relationship between soils and other physical land characteristics and housing conditions, with possible alternative future land use intensities and services. It recommends: land use goals and development policies for a rational pattern of regional growth to 1990; future locations of residential densities, rural and public lands, and economic uses to 1990 based on forecasts of future population and economic growth; a highway and street plan with standards; a recreation and open space and conservation plan with standards; and a future land use plan with density standards.
