The report studied the economic advisability of the proposal by the General Services Administration (GSA) to renovate and retain the Chet Holified Federal Building in Laguna Niguel, California. As part of the study, the alternatives of selling the building and either constructing or leasing substitute space for its present and proposed federal agency tenants were analyzed. Answers were developed to a number of related questions regarding the GSA proposal and current use of the building.
