Suburban Parking Economics and Policy: Case Studies of Office Worksites in Southern California
Suburban parking policy affects travel mode choices, built form, and environmental quality, but the issue has received little attention. This study analyzes suburban parking at ten office worksites in Southern California. The in-depth case studies show that parking is substantially oversupplied. Local jurisdictions often require developers to build more parking than is demanded. In addition, those requirements are not closely tied to the use characteristics of the building. Suburban office parking is usually free, masking its substantial economic cost. Neither tenants or commuters receive appropriate price signals about the cost of providing parking. This research includes interviews with major actors affecting parking policy. For many, parking is not an important issue--the status quo is rules of thumb about parking supply and the assumption that parking will not be priced. Some suburban areas have matured to the point where their higher land cost provides a motivation for developers and cities to reform parking requirements and practices.
