Race Discrimination in the Rental Housing Market: A Study of the Greater Washington Area
Eighteen years after Congress passed the Fair Housing Act of 1968, black homeseekers have at least a fifty percent chance of encountering discrimination in the Washington metropolitan area. This is the finding of a major study on racial discrimination in housing, conducted by the Regional Fair Housing Consortium, a coalition of human rights agencies and fair housing groups in the District of Columbia, Maryland and Virginia. The study, funded by a U.S. Department of Housing and Urban Development grant, surveyed 266 rental properties in areas where U.S. Census data indicated a lower than average percentage of black residents. Tests were performed in the District of Columbia, Montgomery, Prince George's and Howard Counties, and Northern Virginia. The study identifies eight categories of discrimination and contains statistical breakdowns for each county and neighborhood.
