Elmira North-South Arterial Chemung County, New York
The project proposes to relieve congested North-South streets of local traffic (projected to double in volume in 20 years); to aid in the urban renewal flood recovery planning; and to improve the corridor by joint development planning. The corridor is 7.5 miles, centrally located in the valley communities of Town of Southport, city of Elmira, Town of Elmira, Village of Elmira Heights, and Town of Horseheads, primarily on underused rail, warehousing, business, and undeveloped lands (only 8% zoned residential)-- historically the industrial and transportation corridor. The New Main Street will be four travel lanes, center median/left turn lane, signalized intersections at major cross streets (some minor streets terminated), pedestrian crossings where needed, running speeds less than 45 mph, controlled access (no driveways, parking or standing), and appropriate safety and aesthetic treatment. Environmental impacts and adverse effects are discussed.
