The synthesis will be of interest to pavement designers, maintenance engineers, and others responsible for the management of highway pavements. Information is presented on pavement management systems - the established, documented procedures used to treat all activities involved in providing and sustaining pavements in an acceptable condition. As highway agencies focus more attention on maintenance and rehabilitation of highway networks, the use of some form of a pavement management system becomes increasingly important. The report of the Transportation Research Board describes the features, applicability, and used of a pavement management system and recommends five general steps for implementing a new pavement management system or improving an existing system.
