Post Cold War Environment and Its Impact on the Operational Level Planner in Insurgency and Counterinsurgency
The Post Cold War environment and its impact on the operational level planner in insurgency and counterinsurgency. The end of the cold war will have a profound effect on us operational planners in the arena of insurgency and counterinsurgency. The purpose of this paper is to look at the significant changes in the operational environment of insurgency and counterinsurgency and to assess their impact on the operational planner. This paper is concerned with only those changes that will have a direct impact on changing how we have to approach insurgency and counterinsurgency, and not with the overall operational environment of insurgency and counterinsurgency. The most important change is that containment will no longer be used as a justification for involvement, nor will it be used to excuse morally questionable regimes or operational practices by U.S. and allied forces involved in insurgency or counterinsurgency. Further, the ubiquitous presence of the media in any future operation will place a great demand on the operational planner to plan and conduct the campaign in a manner that will ensure the continued support of the people and legislature of the U.S. Insurgency; Counterinsurgency; Operational Planning.
