Income and Urban Home Ownership
In contrast to the first-year activities that confined the model to hypothetical situations, the second-year work derives data for specific aspects of the housing market from four diverse metropolitan areas--Durham, North Carolina; Austin, Texas; Portland, Oregon; and Pittsburgh, Pennsylvania. Some behavior parameters of the model are estimated by direct econometric techniques, others by repeated simulation of the model. As an illustration and early test of the kind of policy analysis for which the model is designed, the results of applying a housing allowance program in the four cities are 'calculated.' The authors relate how well the model matches reality and discuss some further steps that will be required before the model can be relied upon for determing the housing and land-use implications of housing allowances, alternative subsidy programs, tax changes, income redistribution, zoning restrictions, and other public policies.
