The objective of this project is to provide the 70,000 inhabitants of the Jamestown region with major east-west access to and from the industrial, commercial, residential and shopping sectors in the area, while, at the same time providing a high level of service to through traffic on Touring Route 17J. A further objective is to provide access to the recreational, cultural and religious activities available west of the project at the Chautauqua Institution. Construction of this project will result in the displacement and/or relocation of 145 families and 25 businesses. Ample, suitable replacement housing, both residential and commercial is available in the area. Unavoidable adverse effects include, commotion and temporary inconvenience during construction, and removal of existing trees adjacent to the highway.
