This report describes an experiment in productivity measurement conducted at the National Bureau of Standards. The experiment indicates that no matter how sophisticated the analysis and synthesis processess become, statistical counts of output media (e.g., publications, citations, invited talks) will not serve alone as reliable measures of R&D productivity.
