The report represents an interim approach for a five-year water and sewer program. It includes an inventory and maps of existing water supply and sewage treatment facilities in the St. Louis area, geographic and project criteria for facility evaluation, and a descriptive statement of the relationship of water/sewer planning to the Council's goals, objectives, and adopted land use plan, including housing considerations. Allocations of responsibility for water/sewer planning and implementation and for storm drainage, surface runoff, and flood abatement are also included as are a definition of problem, a work program, and a study design to address storm drainage, surface runoff, and flood abatement.
