The ULI Advisory Panel was invited by the National Capital Planning Commission (NCPC) and the District of Columbia Office of Planning (DCOP) to review current plans for South Capitol Street and adjoining areas, and to suggest ways to begin implementing steps towards the streets transformation. As part of their charge, panelists were asked to consider questions of market potential, planning and design, development strategies, and organizational structure.
