The National Institutes of Health (NIH) proposes to construct, on the NIH grounds in Bethesda, Montgomery County, Maryland, an addition to the National Library of Medicine (NLM). This action is planned in order to accommodate the Library's expanded responsibilities as a 'Biomedical Communications Center'. The proposed 200,000 gross square foot addition will consist of offices, conference rooms, an auditorium, computer and communications facilities, an electronic laboratory, film production studios and necessary service facilities. Structured parking and associated approach roads designed to support the total NLM program are included in the proposed action. The effects of the proposed construction on the human environment will include: Temporary disturbance of the landscape during construction; air pollution emissions resulting from approximately 400 additional motor vehicles which will enter the National Institutes of Health reservation each day; increased demands on human services and locally supplied electric power, water, and sewage services after the proposed facility is completed; improved health status of the general population through the advancement of biomedical communication research and development.
