Based upon discussions with building owners and tenants in Los Angeles, the report matches specific damage states with incident state categories A through E. Scenario recaps include information tabulated on cards according to: motions and sounds perceived; occupants' ability to stand, walk, etc.; books and bookshelves; conventional suspended ceilings; conventional suspended light fixtures; walls and partitions; fraction of elevators out of service; stairways; structural damage; time to restore order; length of time building is out of function; fraction of building unusable (when opened); fraction of occupants seriously injured or killed; fraction of occupants killed. Specific replies to each of these scenarios determines the incident state.
