RACT (Reasonably Available Control Technology) for the Use of Cutback Asphalts in Road Construction and Maintenance: Enforcement Implications and Equipment Changes
Enforcement implications and equipment changes resulting from the adoption of reasonably available control technology (RACT) for the use of cutback asphalt in the paving industry are evaluated. RACT, as developed by the Environmental Protection Agency, prohibits the use of cutback asphalt whenever emulsified asphalts are reasonably available and acceptable for use. Applicable regulations, as well as pre- and post-RACT cutback and emulsified asphalt use patterns are summarized for California, Colorado, Indiana, Missouri, Pennsylvania, South Carolina, Texas, and Wisconsin.
