Visual inspection of the dam did not reveal any conditions which constitute an immediate hazard to human life or property. However, several deficiencies were noted which should be evaluated and remedied. The most serious deficiency was a lack of a safe, suitable access to the operating mechanism for the low-level outlet. In the event of an emergency at the dam, it would be extremely difficult to dewater the reservoir under present conditions. The hydrologic/hydraulic analysis performed indicates that the spillway does not have sufficient capacity to discharge the peak outflow from storms exceeding 7.5 percent of the Probable Maximum Flood (PMF). Since the spillway already extends across the full width of the gorge, there is no way to effectively increase its length or capacity. In addition, it should be noted that even if the dam did not exist, downstream flooding would occur during large storm events due to the configuration of the bedrock channel.
