The emphasis placed on the riding quality of pavements by the traveling public coupled with a need to determine when a pavement has deteriorated to a point requiring correction established the basic goals of this research project. The Pavement Serviceability - Performance Concept was adopted as an objective tool in a pavement surface measurement and evaluation program to define the serviceability level and performance of the state-wide highway system. The application of this concept to a functional classification of the highway system provides a workable solution to the problems of establishing levels of acceptability and priorities for maintenance.
