The first experimental flexible pavement in Virginia was constructed on Route 58 near South Boston, and was opened to traffic in 1958. The purpose of this experimental program is to facilitate performance comparisons, within a single project, of several pavement designs built by the same contractor and subjected to the same traffic and environmental conditions.
