The plan is for a small town in the western portion of the industrializing Piedmont section of N.C. An important characteristic of the town is its rather large industrial development as related to its population (present estimate about 2,300 persons in the town proper). The various facilities and services within the planning area are grouped under three general headings for analysis and recommendations. A feature of the plan is a listing of 10 high priority proposals for implementation.
