Neighbourhood Governance in Urban China
Because local authorities rely on property development for revenue generation (for an explanation, see Zhang, 2000), private developers and their trade associations are described in Chapter 11 of this volume, by Yihong Jiang, as being 'extensions of the state bureaucracy (they are often run by retired officials)' (p. 189). Breitung's study of two homeowners' associations in Chapter 9 concludes that the reason one succeeded in its attempts to influence local policy and its implementation and the other did not was that the members of the former were more middle-class and so had better links with government institutions and were able to use 'personal connections as social capital' (p. 164).
