With a site history dating back to the seventeenth century, and now partially located beneath a highway flyover, the modern-day Semba Center Building had reached such an age that city officials demanded its renovation to reinforce fire brick façade against fire possibility of earthquakes and to prevent the bricks from cracking and falling. Selecting the materials and agreeing to the renovation solution proved to be a lengthy process due to the variety of opinions and concerns of fire merchants' association representing the 800 tenants.
