The 1980s ended on a completely different note from which it started. Minutes after Ronald Reagan, a Hollywood personality, was sworn in as the 40th US president, Iran released the American hostages. Working with Soviet leader Mikhail Gorbachev, he managed to end the Cold War and the Berlin Wall fell in 1989. In the 1980s, capital spending began again in earnest. The oil shocks of the 1970s had slowed economic growth, which reduced capital spending. By the mid-1980s, the industrialized world began to invest in modernization programs.
