On assessing social well-being change
Abstract The major purpose of this paper is to further evaluate the social well-being assessment procedures implemented in September 1973 by the Water Resources Council. The inclusion of social well-being, as part of the resource development project assessment procedures, signals a significant departure from previous emphasis on economic efficiency evaluations. In this paper, the well-being proxies proposed by the Resources Council are evaluated for their “operational meaningfulness” and their “operational feasibility.” It is concluded that while well-being assessment offers a constructive departure from traditional efficiency analysis, special problems of interpersonal comparisons of utility severely constrain direct application. However, assessments of well-being proxy changes provide meaningful evaluations even if net utility assessments cannot be made.
