A regional planning approach to the floodplain management problem
Abstract The research reported here deals with the problem of planning land use and engineering alternatives for urban floodplain management. An analytical methodology accommodating (a)land use regulations such as zoning ordinances, subdivision regulations, and building and housing codes, (b)development policies such as direction of services and utilities, acquisition of open space uses, redevelopment and renewal, and permanent evacuation, and (c)engineering measures such as dams, reservoirs, levees, floodwalls, and channel alterations. The objective of this floodplain management approach is to identify, subject to an appropriate set of planning constraints, an economically efficient combination of land use and engineering alternatives. A computer-based mathematical optimization model was used to select a desirable combination of management alternatives.
