The economic implications of urban public land banking
Abstract This paper attempts to identify the structural and operating conditions which are essential or conducive to residential lot price reductions as a result of public land bank operations. The resulting conditions are ability to purchase initial and replenishment holdings at existing use value, holdings of sufficient size to dominate the residential lot market, operation on a break-even basis, and integration of operations with the land use planning control system. The resource allocation, income distribution and land use planning implications of urban public land banking are also examined.
