An indirect approach to estimating congestion tolls for recreation facilities
Abstract This paper examines the appropriate welfare maximizing solution to the problem of congestion at recreation sites. We show that a toll can be found which will equate the private and social costs of a recreation trip. The toll for any park may differ because of the characteristics of the park, the alternatives available, and the type of user. A system of tolls is found based on a recreation demand function estimated using the traditional travel cost approach. Estimating this demand function across individuals and parks and describing parks by their different characteristics provides the opportunity for estimating congestion tolls.
