Abstract This essay begins with thepremise that equality is the basic underpinningprinciple for welfare provision, including socialhousing. The connection between social rentedhousing and equality is demonstrated. However, thenotion of equality is shown to be a problematic one.The essay discusses a number of arguments againstequality and goes on to suggest that proportionalequality, which includes both inputs and outputs, isa more just measure than that of redistribution. Theessay offers arguments against social justice,before going on to suggest that the notion of stateneutrality is a key principle consistent with anindividualistic concept of justice. The essayconcludes by briefly outlining three principles forthe achievement of greater equality.
