A platform for research: civil engineering, architecture and urbanism
Strategic Development Planning at the Community Level: A Modification to Participatory Planning
The last fifteen years has seen the evolution and dissemination of methodologies for participative project planning. Criticisms of these methodologies include their isolation from mainstream development and their ineffectiveness. Presented is the thesis that Appropriate Methodology Transfer offers potential to overcome these criticisms. A methodology is selected - strategic planning in commercial organisations. Drawing on this, conventional participative project planning is augmented to include a) the setting of community-wide objectives, b) an appraisal of external policy, planning and economic forces, c) a SWOT analysis involving participative analysis of the community's development strengths, weaknesses, opportunities, and threats, and d) a community-owned strategic plan of projects and actions.
