Contestations of Community Development in Australia
The history of community development in Australia has always been a history of contested activity. This paper discusses the constructions of community development as a philosophical approach to the world, a form of political activism and an occupation. It examines how these constructions have taken shape on shifting social and economic landscapes. Since the 1980s, community development work has become professionalised and forced to operate within an economic rationalist milieu. The dominant themes for community development in this milieu are deregulation and privatisation. The forms, responses and effects of these themes are discussed. The final section of the paper considers contemporary dilemmas and frustrations in community development and how these may be understood by locating community development identities and practices in an ambiguous relation ship between idioms of modernity and postmodernity.
