Race in Housing and Community Empowerment: A Critical Examination
This study examines mortgage distribution in 93 census tracts in Baton Rouge Metropolitan Statistical Areas. The purpose of the study is to determine what role race plays in the distribution of housing services and how government may contribute to the realization of the goal of empowerment of the poor in housing matters. The analysis suggests that empowering poor communities will involve both the government and the community. If empowerment is left to private initiatives, it is likely to end up being an academic exercise.
