Community development and local government: an Australian response to globalization and economic fundamentalism
Though local government is generally a conservative institution, it can also be a channel for the pursuit of broader scale social reform. This potential is often overlooked in community development. In Victoria, Australia, an organization bridging community activists and progressive elements in the states municipalities was formed in 1995. Its objectives and activities entailed a challenge to the wider political agenda of dismantling public welfare, privatizing social provision, diminishing the social wage and restricting civil and civic rights. This organization models possibilities for approaching modest systemic change through a combination of community development and activities centred around municipal reform but which extend beyond localist preoccupations, to national and international concerns.
