This article is the second half of a two part review of Britain's third world charities in relation to their changing economic, social and political environment.* It focuses on developments in Britain in the remaining years of this century. The rise in the charities' prominence now means that issues concerning their relation ship to the state, and in particular the official aid programmes, have become increasingly significant, and it is important that these issues should be addressed.
