Smart City Needs a Smart Urban-Rural Interface: An Overview on Romanian Urban Transformations
Smart city development in Romania is a new topic of debate in the context of continuing the transformations of overcoming the mass deindustrialization impact on the social-economic life. Although progress in smart urban development is modest, recent trends reflect acceleration of the smart infrastructure and economies development, as well as of the smart governance. Our basic hypothesis is that with the rapid transformations at the country level, a smart city needs a smart urban-rural interface, together having the capacity to diffuse the smartness in the deep rural areas. At the basis of our analysis was an empirical evaluation on the dynamics of relationships between cities and their urban-rural interfaces, crossing four stages: communist, transition, posttransition, and the future. The obtained results regarding smart cities development show a consistent implication of local authorities and a low one at central level. This first applied analysis on the relationships between cities and their interfaces for a smart development should be continued to measure the structural and functional changes in a posttransition country.
