Managing the Movement of Building Occupants
Abstract Whether contributing to a building design or performing a forensic analysis of a building fire, the fire protection engineer can benefit from understanding the on-the-ground considerations for directing people movement during a fire incident in such a building. This understanding should provide insight into whether the building design would be (or was) sufficient in an emergency. This chapter describes two decision models that will help organize the consideration of the large number of factors involved in managing occupant movement [284, 285]. The models organize recommendations from the literature (see Sect. 13.2) that should be considered when making decisions about the movement of building occupants in response to defined fire and occupant behavioral scenarios (see Chap. 6 ).
