What Can GCC Countries Learn from Well-Established Green Power Markets in Other Countries?
This paper reviews the existing well-developed green power markets around the world and attempts to derive some important lessons applicable to the Gulf Cooperation Council (GCC) countries. In the past few years, all GCC countries have introduced major plans to shift to cleaner renewable electricity production and have started implementation of the energy transition. This study investigates the potential for voluntary consumer-focused green power markets—markets that are still missing in the GCC countries - that can coexist with the government-mandated objectives. The main focus is on the residential sector, since it is the major electricity consumer in GCC countries. The opportunities and challenges facing these markets are discussed followed by some policy recommendations.
