This chapter will address the rational component of City Attractiveness: City Profitability. A fundamental concept will be developed: the citizen contract. It is an implicit contract between citizens and their city, where services and benefits are established and the opportunity price associated with living, developing your life and contributing with your wealth creation to the prosperity of the city is paid. The City Profitability will be measured by evaluating the city’s services and comparing them with the cost associated with living in the city as citizen’s net purchase power.
