Conclusions 1. Long-term and seasonal fluctuations of the Caspian Sea level are the result of fluctuations of components of its water balance. 2. In the foreseeable future the possible position of the average annual Caspian level is limited to elevations from −26 to −30 m. 3. In the Caspian territory subjected to the action of the sea with the indicated fluctuations of its level, economic activity should be directed only at improving the social and ecological conditions.
