Exploring the Inclusion of Local Communities in Integrated Urban Infrastructure Management
Although researchers have explored integrated urban infrastructure management approaches, limited understanding exists regarding the inclusion of local communities in the process. Filling this gap, this study explores how local communities can be included in such approaches, allowing for community-driven decision-making. To do so, the authors carried out 10 semi-structured interviews with stakeholders involved in managing water, wastewater, and transportation urban infrastructure systems in Chile. Interviews were completed between September and October of 2022. A qualitative content analysis was used to understand stakeholders’ experience and knowledge. The results reveal that the inclusion of local communities by infrastructure agencies managing multiple urban infrastructure systems should be done through community representatives and using existing communication channels (e.g., public meetings to facilitate interactions between communities and municipalities). Additionally, the provision of clear information to communities about projects is a challenge due to disconnects between agencies and communities. Our results may assist infrastructure managers in developing and implementing socially sustainable integrated management practices.
