Integration Between Urban and Mobility Planning in Territorial Government Processes: A Case Study
Integrating urban planning with transport planning is a requirement that is widely reflected in the literature. Such integration necessarily needs an articulated direction organized around different planning and strategic layers, motivating the demand to investigate the issue within the territorial government processes. The paper aims to discuss this issue through the analysis of a case study: the new “T2 Pendolina-Fiera” tramway line’s project in the city of Brescia, Italy: an infrastructure that will cross the city interchanging with the railway station and the existing metro line. The paper will be developed as follows: after a first introduction about the importance of the integration between urban planning and transport approaches (§ 1) and a dissertation about the story of the precedents that see Brescia as a pioneer in this field (§ 2), the administrative steps that led to the design of the T2 tram (§ 3) and the project itself will be explored (§ 4). The last section (§ 5) will be dedicated to an assessment of the coherence between the urban and transport planning point of view of the project. The research aim is to show how a car reduction design approach can be inserted into a larger strategic approach, demonstrating the effectiveness of the local planning tool in Lombardy region, Italy (called PGT) as a tool capable of holding together several dimensions of the same problem.
